- 19 Sept 2020, SMU Provost Timothy Clark
- 11. In line with MOE’s guideline to “continue to suspend overseas exchanges that are shorter than one year, to all countries”, the University has taken the decision to extend the current suspension of all exchange programmes until at least end of April 2021.
- 12. Programmes that have a shorter planning horizon (e.g. some overseas internships or course projects) also remain suspended, although these may be allowed to proceed later in the academic year, subject to the relaxing of border control measures and safety precautions. As advised by MOE, programmes that are at least a year long and part of the curriculum and/or graduation requirements, such as the SMU-CMU Fast-Track Programme or the SMU-UCL Integrated Programme, may proceed as planned.
- 13. The continued suspension of exchange activities is a particularly difficult decision for SMU as Global Exposure is a hallmark of the SMU experience and we remain committed to providing innovative Global Exposure opportunities for our students. We are developing a pilot Virtual Student Exchange programme which would allow students the opportunity to take online classes from our partner universities while on regular term at SMU. There would also be a small number of collaborative international courses which are co-developed and/or co-taught with partner faculty members. Some study missions and SMU-X courses involving overseas industry projects will also be conducted with virtual Global Exposure elements. Finally, DKHMCC and C4SR are developing virtual overseas internships and virtual overseas community projects, respectively, to further offer students a virtual Global Exposure experience.
- 14. Students are reminded that under current advisory, Singapore residents are advised to “defer all forms of travel overseas” with a limited number of exceptions (e.g. Reciprocal Green Lane arrangements, Periodic Commuting Agreement, etc). Students who nevertheless decide to leave Singapore for personal reasons may face significant difficulties in returning to Singapore and/or restrictions in medical care coverage.
- Currently, there will be no cost for traveling. All "Global Exposure elements" will be virtual. This course will still satisfy the global exposure requirement.
