Health Risk was determined as the most important factor, as the main purpose of the Quarantine Center is to separate the sick from the civilians, thus making sure buildings are as far away from the recommended area is the most important factor. After that, Economic and Accessiblity factors rank next due to them potentially affecting the cost of building the Quarantine center.
