Using Excel-based AHP library such as the AHP Template provided by SCB Associates, the 4 decision factors which are Economic factor (slope), Accessibility factor (road), Health risk factor (building) and Natural conservation factor are ranked against each other according to their importance and inputted into the AHP pairwise comparison matrix. Using the scale provided, I have given the values as such:

This will give me the weights for each decision factor and the CI/RI is 0.9 which falls under 10% or below indicating that our paired comparisons are consistent.

  • Economic factor (slope)= 0.104
  • Accessibility factor (roads)= 0.217
  • Health risk factor (building)= 0.599
  • Natural conservation factor = 0.080


For the pairwise comparison matrix, I feel that the most important factor is the health risk factor because negative impact on human is the most detrimental out of all and the purpose of building the disease quarantine centre is to contain the disease, which is why I have put it as 7, very strongly more important than economic factor

The second most important factor would be the accessibility factor because constructing a building requires a lot of logistics and transport definitely plays a big part in improving the progress of the construction. Without it, more time would be taken to construct the building, incurring more economic losses

The third most important factor would be economic factor which is the financial loss from constructing a building on a steep slope. Although it requires more upfront cost such as the cut-and-fill, if the materials couldn't be delivered by road, then it defeats the purpose of cut-and-fill which quickens the progress of the construction.

Lastly, the natural conservation factor is the least important factor in this case because the whole Gombak area which isn't already occupied are forest and parks so deciding to build in the area has left us with no choice but to occupy the forested areas. With the purpose of containing the disease and to let it stay far away from the population, sacrificing natural features is the best way to go.
