Methods at which Singapore citizens buy a Housing Development Board (HDB) flat can be different, with some examples being Build-To-Order (BTO), Design, Build and Sell Scheme (DBSS) and purchasing a resale flat as some of the available options. Resale flats are like second-hand flats with less than 99 year left on the lease. Flats in this category are often in more matured areas with existing infrastructure and amenities, which means they are also rather popular with to-be buyers.
