As Meteorological data only contains the information for every three hours while Sensor data provides data for every hour. I estimated wind direction and wind speed as following.

Step 1:

Create Date1 and Date2 which are one and two hours after Date respectively.

Step 2:

Stack Date, Date1, Date2 to one column.

Step 3:

Estimate the direction and speed by the following formula.
